  • 16 (1) A quorum of the council is
  • (a) 1, if the council consists of one member,
  • (b) 2, if the council consists of 2, 3 or 4 members,
  • (c) 3, if the council consists of 5 or 6 members, and
  • (d) 4, if the council consists of 7 members.
  • (2) Council members must be present in person at the council meeting to be counted in establishing quorum.
